Ukrainian President Volodymyr Zelensky States Absence of Clear Security Pledge from European Partners

President Zelensky has stated that European allies have failed to provide solid assurances that they will defend Ukraine in the case of a future Russian attack.

"I am asking this very question to all our partners and I have not received a clear, unambiguous answer yet," he stated to the press on midweek.

These remarks follow a day after Britain and France signed a statement of purpose on stationing forces in Ukraine should a ceasefire agreement to end the war with Russia is finalized.

However, full security guarantees have not been agreed. The United States, which has been leading efforts to end the invasion, reportedly did not sign such a commitment at talks in Paris on the previous day.

Details of the Paris Talks

Following the negotiations in Paris, which involved some 30 countries that form the so-called Coalition of the Willing, UK Prime Minister Sir Keir Starmer said the two nations would "establish military hubs across Ukraine" to prevent any future incursion, while French President Emmanuel Macron subsequently indicated a significant number of soldiers may be sent.

Partner nations suggested that the US would take the lead in overseeing any ceasefire. But the key issue of territorial concessions that Ukraine is being pressured to offer to Russia as part of the peace proposals are continuing to be negotiated.

The Russian government has thus far remained silent on the announcement made in the French capital.

President Putin initiated a full-scale invasion of Ukraine in February 2022, and Moscow now occupies about 20% of Ukrainian territory.

Zelensky's Shifting Tone

The UK Prime Minister characterized the bilateral declaration as "a vital part of our commitment to stand with Ukraine for the long-term".

He added: "It establishes the pathway for the legal framework under which allied military personnel could function on Ukraine's territory, securing Ukraine's skies and seas, and rebuilding Ukraine's armed forces for the years to come."

The Ukrainian leader praised that agreement as a "significant leap of progress".

Twenty-four hours afterward, however, he appeared less optimistic.

"I perceive the determination, the political resolve, and that the partners are ready, and the partners are ready to give us strong sanctions, strong security guarantees," he said when questioned if European countries would defend Ukraine.

"However, until we lack such security guarantees - legally binding, supported by parliaments, backed by the U.S. Congress - this question remains unresolved. And should they materialize, you must ultimately depend primarily on your own strength."

Unresolved Issues and Ongoing Conflict

Negotiations in Paris were also notable owing to the presence of US President Donald Trump's peace envoys, Steve Witkoff and Jared Kushner.

Witkoff said the allies "largely finished" their work on agreeing security protocols.

Recently, Zelensky said a peace deal was "90% ready".

Questions of land and defense pledges have been at the center of unresolved issues for diplomats.

The Russian leader has consistently stated that Ukrainian troops must withdraw from the entirety of the Donbas region or Moscow will take control, rejecting any compromise over how to conclude hostilities.

Zelensky has so far ruled out ceding any territory, but has proposed that Ukraine could redeploy its forces to an established line - but only if Russia did the same.

Russian forces now holds about 75% of the Donetsk region, and some nearly all of the adjacent Luhansk region. The two regions form the industrial Donbas region.

It has been intensifying attacks against cities in Ukraine - with a focus on energy infrastructure. Russia has also made incremental advances in capturing more Ukrainian territory.

Ukrainian forces have retaliated at objectives inside Russia with drones, albeit with varying degrees of effectiveness.
